i vote for design 3 not 4 and 5, cause since we are using the Penang flag as a theme and Penang flag is mainly on blue so i suggest use blue as the main color think bout it guys, for me if u put white or other color as main then don't really have the Penang flag theme already

to go with blue or yellow its up to u guys since its a vote, but my opinion is blue as main since u say yourself penang flag theme
